Rep. Gallagher Highlights Legislative Accomplishments and Early Results for California's North State
Since taking office in June, Gallagher has introduced nine bills and helped advance key priorities for Northern California
WASHINGTON, D.C. — Congressman James Gallagher (CA-01) today highlighted his legislative accomplishments and constituent service efforts since being sworn into Congress in June of 2026, underscoring his commitment to delivering results for California's North State.
In his first several months in office, Gallagher has made lowering costs for California families a top priority, introducing legislation aimed at making housing more affordable and reducing the financial burdens facing North State communities. He has introduced 10 bills, cosponsored more than 58 pieces of legislation, and co-led 15 bipartisan efforts to deliver practical solutions for Northern California.
"When I was sworn into Congress, I made a promise that the North State would have a strong voice in Washington," said Congressman Gallagher. "That means fighting for reliable water, protecting our communities from catastrophic wildfires, and making sure rural Northern California gets the attention it deserves. We've made a strong start, but there's plenty more work to do."
Among Gallagher's legislative accomplishments is the bipartisan Revitalizing Rural America Act, introduced alongside Congressman Mike Thompson, which would expand access to rural health care, boost support for local agriculture, and make it easier for small communities to secure federal funding. The legislation also includes provisions aimed at making housing more affordable and easing financial burdens on rural families.
Gallagher also introduced the Affordable Power for Host Communities Act, which would provide a 20% discount on electricity bills for consumers in communities that host renewable energy facilities. The legislation recognizes Northern California's significant contributions to the state's renewable energy production while ensuring local residents benefit through lower energy costs.
Additionally, the House passed Gallagher's resolution to overturn California's Commercial Harbor Craft rule, which would impose costly new regulations on vessels operating in California’s ports and waterways. Overturning the rule would prevent $2.5 billion in additional costs from being passed along to American consumers, thus helping keep everyday goods more affordable for California families.
Beyond introducing new legislation, Gallagher assumed sponsorship of two bills previously championed by the late Congressman Doug LaMalfa: the Orland Project Water Management Act, which addresses water management needs in the North State, and the Pacific Flyway Habitat Enhancement Act, which supports habitat conservation and restoration efforts. Through carrying these bills forward, Gallagher is continuing LaMalfa’s efforts toward priorities important to the North State.
Gallagher also helped secure nearly $160 million for water and wastewater infrastructure projects across the district in the House-passed Water Resources Development Act. The proposed investments would support improvements to aging infrastructure and strengthen essential services in rural communities.
His work has also included efforts to support wildfire survivors. Gallagher's AB 2700, legislation he originally introduced while serving in the California State Assembly, was signed into law. The measure establishes a path for wildfire victims to receive the remaining 30% of the compensation they are owed by PG&E.
"Legislation is only part of the job. We also have a responsibility to make sure Washington is working for the people we represent," Gallagher continued. "Whether it's helping a constituent receive benefits they've been waiting on or fighting for infrastructure investments, our office is focused on getting results."
Gallagher's constituent services team has helped return more than $6 million to constituents through assistance with federal agencies and outstanding benefits or reimbursements. Our team has successfully helped veterans, wildfire victims, and our constituents get the government service they deserve.
Gallagher has also sent 34 letters to federal agencies addressing issues affecting Northern California. In a bipartisan letter, Gallagher urged the Department of Health and Human Services to reconsider proposed changes to Head Start that could weaken early childhood services in rural communities. The lawmakers highlighted concerns raised by local providers, warning that reduced staffing standards and changes to developmental screening requirements could make it harder for vulnerable children to receive the support that they need.
Gallagher also sent a letter to U.S. Trade Representative Jamieson Greer, calling for a review of federal wine-labeling rules that allow products labeled “American” to contain up to 25 percent imported wine without disclosing its foreign origin. He raised concerns about tax treatment that could disadvantage domestic winegrape growers and urged expanded access to international markets, including India and Vietnam, to create more opportunities for California producers. He has also worked hand in hand with the Administration and Office of the United States Trade Representative on trade deals that give walnut growers better access to markets and fairer prices.
"The North State has a strong voice in Congress, and I'm going to keep using it to fight for the hardworking people who call this region home," Gallagher said. "We're just getting started."
