Gallagher Applauds House Passage of NDAA

WASHINGTON, D.C. – Rep. Mike Gallagher (R-WI), Ranking Member of the House Armed Services Committee's Subcommittee on Military Personnel, secured major wins in the FY2023 National Defense Authorization Act (NDAA), which passed the House by a vote of 329 to 101. The NDAA is the legislative vehicle that authorizes spending for the Department of Defense, and as a member of the House Armed Services Committee, Rep. Gallagher is responsible for helping draft this legislation.

Following the the bill's passage, Rep. Gallagher released the following statement.

"This is a critical time for U.S. national security. From Europe to the Indo-Pacific, our enemies are on the march and we are being asked to hold the line. It's critical for Congress to ensure the Pentagon has the resources it needs to defend this country, and this bill helps accomplish this in overwhelming bipartisan fashion. I have no doubt we will continue to improve this bill as it heads to conference with the Senate and arrive at a final product that supports our men and women in uniform while keeping Americans safe."

The bill included a number of Gallagher-led provisions, including:

  • $1 billion Seize the Initiative fund for US Indo-Pacific Command;
  • Authorization to construct a second frigate in FY23;
  • Requirement for the U.S. government to conduct a tabletop exercise that stress-tests the U.S. response to an invasion of Taiwan across all elements of national power,
  • A study on operational command and control structures for contingency response in the Indo-Pacific;
  • Language that codifies the Navy's critical role in peacetime deterrence;
  • A ban on the use of DJI drones by DoD contractors;
  • A pilot program to stockpile priority semiconductors that enable critical defense systems;
  • Enhanced munitions stockpile requirements, reporting, supply chain analysis, and long-lead materials pool;
  • The creation of a secure process through which individuals can report UAPs within the government;
  • Authorization of additional funding for the tactical wheeled vehicle fleet; and
  • Authorization of enhanced missile defense capabilities for Guam.
